Job Description
The Federal Ministry of Agriculture and Food Security is recruiting five state-level officers to support the LIFE-ND Project in Edo State, a joint FGN/IFAD/NDDC initiative worth $90 million USD targeting agri-business development, food security, and job creation for youths and women across the Niger Delta. Each role sits within the State Project Coordinating Office and reports directly to the State Project Coordinator. These are serious development sector positions with real scope, backed by international donor funding and structured contract terms. If you have a background in project management, M&E, procurement, communications, infrastructure, or auditing within an NGO or government-funded setting, one of these five roles is likely a fit.
Available Positions
1. State Knowledge Management and Communication Officer (SKMCO)
Responsibilities:
- Manage and implement the project's KMC strategy at state level
- Develop KMC activities for the Annual Work Plan and Budget
- Facilitate knowledge-sharing events and policy dialogues
- Manage media relations, external communications, and advocacy campaigns
- Coordinate with M&E Officer to produce evidence-based knowledge products
- Maintain stakeholder contact lists and project knowledge assets
- Requirements:
- Higher-level University degree in Communications, Journalism, Development, or related field
- Minimum 3 years experience in knowledge management or development communications
- Experience in the agriculture or rural development sector preferred
- Media relations and ICT experience is an advantage
- Strong oral and written communication skills
- Proven documentation, advocacy, and reporting ability
2. State Rural Infrastructure Officer (SRIO)
Responsibilities:
- Monitor preparatory and implementation activities for infrastructure interventions
- Identify cost-efficient and sustainable market infrastructure
- Supervise preparation of LGA-level action plans
- Oversee construction and rehabilitation of feeder roads, agro-processing centres, and markets
- Ensure timely procurement of agro-processing equipment
- Supervise LGA Engineers and technical staff
- Develop and implement asset maintenance procedures
- Requirements:
- Minimum B.Sc. in Civil Engineering
- COREN certification is mandatory
- At least 5 years experience in agricultural or rural infrastructure projects
- Strong experience in civil works and agro-processing infrastructure
3. State Project Internal Auditor (SPIA)
Responsibilities:
- Audit financial management and internal control systems in line with international auditing standards
- Ensure compliance with IFAD financing agreements and disbursement procedures
- Review accuracy and timeliness of quarterly financial reports
- Conduct procurement audits and verify compliance with procurement thresholds
- Verify physical assets and maintain asset registers
- Identify weaknesses in internal controls and recommend corrective actions
- Ensure bank reconciliations are carried out monthly
- Requirements:
- Minimum First Degree or HND in Accounting
- Minimum 8 years experience, with at least 4 years on IFAD-assisted projects
- Professional certification in Accounting or Auditing is an added advantage
- Proven track record in internal auditing
- Working experience in the Niger Delta area is a plus
4. State Monitoring and Evaluation Officer (SMEO)
Responsibilities:
- Develop M&E activities for inclusion in Annual Work Plans and Budgets
- Organise and supervise baseline surveys and beneficiary assessments
- Establish and track output, outcome, and impact indicators
- Compile and analyse data for quarterly, semi-annual, and annual reports
- Monitor financial and physical progress of project activities
- Facilitate state-level annual review and planning workshops
- Supervise and certify outputs of selected service providers
- Requirements:
- Master's degree or higher in Agricultural Economics, Economics, Statistics, Social Sciences, or related field
- Minimum 8 years experience in M&E, results-based management, or project management
- Proficiency in databases, statistical software, and mobile/web-based data platforms
- Strong analytical, written, and spoken English communication skills
- Fluency in a major local language of Edo State is an asset
5. State Procurement Officer (SPO)
Responsibilities:
- Manage all project procurement activities in compliance with IFAD and national guidelines
- Prepare and update annual procurement plans aligned to the AWPB
- Prepare bidding documents, tender notices, and invitations for bids
- Manage bid reception, evaluation, and contract finalisation
- Maintain contract registers, vendor databases, and No-Objection trackers
- Provide procurement training and guidance to beneficiaries and service providers
- Submit quarterly procurement tracking plans and performance reports
- Requirements:
- University degree in Engineering, Finance, Management, Purchasing, or related field
- Minimum 4 years relevant post-qualification experience
- At least 2 years applying internationally accepted procurement practices
- Sound knowledge of Nigerian Procurement Laws and IFAD/donor-funded project guidelines
- Strong interpersonal, teamwork, and conflict management skills
- Demonstrated integrity and professionalism in procurement handling
Contract Terms (All Roles)
- Based at State Project Coordinating Office, Benin City, Edo State
- Reports to the State Project Coordinator
- 1-year probation, followed by 2-year renewable contract
- Renewal based on satisfactory performance review
