The Federal Ministry of Agriculture and Food Security is recruiting a consultant to support environmental and climate change safeguards under the Special Agro-Industrial Processing Zones (SAPZ) Programme. The role focuses on safeguards compliance, project monitoring, reporting, stakeholder engagement and environmental and social management across participating projects.

Responsibilities:

• Support the preparation and improvement of Environmental and Social (E&S) documentation.
• Review safeguards plans, reports and other E&S instruments from participating states.
• Participate in project monitoring and compliance visits.
• Develop and maintain E&S monitoring frameworks, trackers and performance indicators.
• Support E&S assessments, workshops, training and capacity-building activities.
• Provide guidance to project teams on safeguards requirements and compliance.
• Review E&S studies, Terms of Reference and implementation reports.
• Coordinate monitoring activities involving external consultants.
• Support preparation of periodic E&S performance reports for programme funders.
• Liaise with relevant authorities on E&S approvals and disclosure requirements.
• Contribute to programme planning, budgeting and other safeguards activities.

Requirements:

• Master's degree in Environmental Sciences, Environmental Impact Assessment, Sociology, Economics, Agricultural Economics or a related discipline.
• At least 10 years' experience in Environmental and Social Sustainability and safeguards review.
• Minimum 5 years' experience working on agricultural infrastructure projects.
• Experience in E&S impact assessment, biodiversity, ecosystem services and environmental and social management.
• Experience working on donor-funded projects, particularly those supported by AfDB, World Bank, IFAD or similar institutions.
• Strong knowledge of stakeholder engagement and E&S safeguards implementation.
• Ability to independently assess policies, procedures and action plans.
• Strong analytical, communication, reporting and presentation skills.
• Experience with quantitative and qualitative data analysis.
• Experience with a development finance institution is an advantage.
